This Week in Entrepreneurship Policy: Regulatory Reform, Challenges at the SBA & Cyber Security

With the calendar flipped to 2016, the House of Representatives returns to Washington tomorrow while the Senate does not return until next week. The year ahead looks to be a light one in terms of policies with a direct impact on entrepreneurship with everyone focused on the presidential campaign. That focus on politics will be evident this week when the House sends a bill (H.R. 3762) to President Obama that eliminates funding for essential elements of the Affordable Care Act – fully knowing that it will be vetoed by the president and that Congress does not have the votes to override the veto.

In addition to the bill on Obamacare, the House Rules Committee will consider two pieces of legislation Tuesday that attempt to scale back federal regulation. One of these, The SCRUB Act of 2015 (H.R. 1155), would establish a Retrospective Regulatory Review Commission to repeal unnecessary rules—improving the efficiency of and lowering the cost of regulation.

The House Small Business Committee takes aim at the Small Business Administration in a two-part hearing based on findings of a September 2015 report by the U.S. Government Accountability Office. William Shear, director of financial markets and community investment at the GAO, presents the report’s findings on Wednesday while SBA Administrator Maria Contreras-Sweet responds on Thursday.

In the only other hearing of note this week the House Committee on Science, Space and Technology examines cyber security and hears from representatives of the Internet Security Alliance, Symantec, VMWare and the Telos Corporation.
