Tess Hart

Tess Hart is an evaluation and learning officer in Research, Learning, and Evaluation for the Ewing Marion Kauffman Foundation, where she supports grantmaking program evaluation and leverages evaluation and learning platforms and tools to inform program assessment.

Prior to joining the Kauffman Foundation, Hart worked at Social Solutions International, where she coordinated the monitoring, evaluation, and learning activities for USAID’s Pacific American Fund. Earlier, Hart served as program manager for program quality with Catholic Relief Services. She has also worked as an adjunct professor for Rockhurst University, where she taught courses in policy writing, public policy, and American federal and state government.

Hart earned a Bachelor of Arts degree in economics, political science, criminal justice, and English from Rockhurst University, a Master of Arts in international political economy and development from Fordham University, and is working toward a doctorate in Public and Social Policy from Saint Louis University.
